Hoover J. Moreau appeals a judgment awarding his former wife, Vera Ann Moreau, 26% of his military retirement benefits. The central issue is whether the husband's military retirement benefits constitute community property. Germane to this issue is whether the trial court erred in: (1) finding Hoover Moreau was a resident and domiciliary of Louisiana, and (2) finding the parties ever established a matrimonial domicile in Louisiana while Hoover Moreau...
