The issue in this case is whether the Temporary Compensation Review Board (the Board) improperly lowered the appellant-employees' position classifications which had been assigned to them under the Hay Plan, so-called, on the ground that the Board either exceeded its jurisdiction, or, if it acted within its powers, it did so in violation of the appellants' due process rights.
