OPINION

REDDEN, District Judge:

An information was filed with this court on August 30, 1984 charging a juvenile, D.V., with assault on a mail carrier. On that same date a Certification for Jurisdiction was filed pursuant to 18 U.S.C. § 5032. The juvenile defendant moves to dismiss the information on the grounds of prejudicial preaccusation delay, violation of his speedy trial rights, selective and vindictive prosecution and lack of proper certification...
