Petitioners appealed to the Land Use Board of Appeals (LUBA) from the City of Portland's allowance of front and side setback variances that the applicants had sought to enable them to construct an addition to their residence. LUBA remanded to the city for "explanatory findings" about the meaning and application of its variance ordinance.
