KEENAN, District Judge.

In 1963, the federal government leased the 21.5 acres of real property located in Westchester County that is the subject of this action to erect a radar station necessary for a safe air navigation system. In 1983, the Federal Aviation Administration (FAA), in accordance with the Federal Aviation Act of 1958 and the Land Takings Act of 1888, determined that it was necessary for the government to condemn the land....
