PANNER, Chief Judge.

On September 8, 1983, the Federal Grand Jury for the District of Oregon filed a four-count indictment charging defendant Stanley A. Meyers with:

Count 1: Conspiracy to distribute cocaine, in violation of 21 U.S.C. §§ 841(a)(1) and 846; Count 2: Possessing approximately 17 ounces of cocaine with intent to distribute, in violation of 21 U.S.C. § 841(a)(1); Count 3
