On April 3, 1984, a jury found Charles F. Collins guilty on three counts of making false declarations to a grand jury. Through new counsel, defendant brought a motion for a new trial on the grounds that trial counsel rendered ineffective representation amounting to a denial of the sixth amendment right to "Assistance of Counsel."
