Petitioners seek review of a circuit court order which granted respondents' petition for writ of certiorari and quashed certain portions of resolutions of the Palm Beach County Board of County Commissioners. An appeal has also been filed, but we treat this matter as a petition for certiorari, quash the order of the circuit court, and reinstate the Board resolutions in their entirety.
