EDWARDS, Judge.

Leopold Pepitune was employed as a foreman in the Department of Operation and Maintenance of the University of New Orleans. On February 25, 1981, he was dismissed for carrying a concealed weapon on campus, intimidating his fellow employees, and being intoxicated while on the job. He appealed to the State Civil Service Commission, and a public hearing was held before a referee. The referee granted the appeal and ordered the reinstatement of Mr. Pepitune...
