SOLOMON, District Judge:

Protectus Alpha Navigation Co. (Protectus) is the owner of the M/V PROTECTOR ALPHA, a diesel-driven bulk grain carrier of Cypriot registry. The ship came up the Columbia River on February 13, 1982 to load wheat at a grain facility owned by North Pacific Grain Growers, Inc. (North Pacific).
