The Texas Water Rights Commission entered an order fixing rates for the sale of water by the City of Dallas to the City of Farmers Branch and other cities, during the period from April 30, 1973 through December 31, 1974. Dallas and Farmers Branch filed petitions for review of the order in the district court. The district court concluded that the Commission's order "contains harmful error and therefore must be vacated and remanded to the Defendant Commission...
