In this case we review the finding of the National Labor Relations Board that petitioner, Conoco, Inc., committed an unfair labor practice, in violation of sections 8(a)(1) and (3) of the National Labor Relations Act. 29 U.S.C. §§ 158(a)(1) and (a)(3) (1982).1 Conoco seeks reversal of the order and the NLRB seeks enforcement.
