This matter came before the Court at a non-jury trial on June 28, 1984. Plaintiff Clean-Up '84 is a registered political action committee that seeks to employ the initiative procedure provided by the Florida Constitution, Article XI, Section 3, to place a proposed constitutional amendment on the ballot. Defendant Walter C. Heinrich, Sheriff of Hillsborough County, is a nominal party representing all of the sheriffs...
