MORRISON, Justice.

Kelleher filed an action in the Workers' Compensation Court for an order directing the Fund to pay attorney fees and costs. The Workers' Compensation Judge denied petitioner's claim on the grounds that it lacked jurisdiction. Kelleher appeals.
