Plaintiff appeals from an order of the trial court upholding the validity of an order of the Platte County Court establishing rules, regulations, standards and licensing of sanitary landfills.

On March 9, 1982, the Platte County Court adopted a comprehensive order regulating sanitary landfills. The order provided that all landfills operated within Platte County in any area subject to county zoning shall be licensed by the County Court...
