The Pennsylvania Public Utility Commission (PUC) instituted complaints against Carol Lines, Inc. (Carol Lines) on February 22, 1979 and April 19, 1979, alleging in each that Carol Lines had violated Section 1101 of the Public Utility Code (Code), 66 Pa. C.
