This court entered summary judgment in favor of the defendant on January 15, 1981. The plaintiff appealed that ruling to the Court of Appeals for the Seventh Circuit and the judgment in favor of the defendant was vacated. Jackson v. Schweiker, 683 F.2d 1076 (7th Cir.1982).
