The State presents this case to us on appeal from judicial review of the State Employees' Appeals Commission. The action, initiated by four employees at the Indiana State Prison (John Martin, Thomas Moore, Ferdinand Schindler, and Tony Simchak, collectively referred to as "Teachers"), sought correction of unsatisfactory conditions of employment in teaching duties at the prison.
