The National Railroad Passenger Corporation (Amtrak) hired appellants in the summer of 1976 to do carpentry work at Union Station in Providence, Rhode Island. Appellants worked in a union shop governed by a collective bargaining agreement between Amtrak and the Brotherhood of Maintenance of Way Employees (the union).
