Petitioners appeal an order of the Land Use Board of Appeals (LUBA) affirming the City of Portland's (city) approval of a planned unit development (PUD) preliminary plan and approval of tentative subdivision plats which constitute the first of several development phases. Petitioners challenge LUBA's approval of the city's action for a number of reasons, most of which flow from the city's alleged failure to make the findings of fact required by the Portland...
