The appellant, Ernest Solomon, was the president of a corporation which held a federal license to sell firearms. At his direction an employee signed, as transferee, one hundred blank firearm transfer forms. One of the forms, signed on July 1, 1978, purported to cover sale of a M-1 carbine bearing serial number 366728.
