The General Assembly enacted the Omnibus DWI Act of 1983 on March 21, 1983. See Ark.Stat.Ann. § 75-2501 et seq. (Supp. 1983). The act contains an emergency clause which provides the act is immediately in effect. On April 8, 1983, the respondent was charged under a 1953 act, Ark.
