Suit was filed by plaintiff, State of Connecticut, Department of Transportation ("CDOT"), on July 16, 1984, seeking preliminarily and permanently to enjoin defendant, Consolidated Rail Corporation ("Conrail"), from disposing of its property, identified as 54 Meadow Street, New Haven, Connecticut, a nine-story office building (the "Building").
