Before the Court is the motion filed on behalf of defendant Rock County for summary judgment. Plaintiff's claim is that defendant Charles Flood, a Sheriff's Deputy for Rock County, Wisconsin, used excessive force in arresting the plaintiff for a minor traffic violation, thereby breaking her arm.
