On February 10, 1978, Jeffery Gorman was hired by the Haines police department under the federal Comprehensive Employment and Training Act (CETA) 29 U.S.C. §§ 801-999 (repealed 1982). As a CETA employee Gorman was classified as a temporary employee and was ineligible for benefits under the Alaska Public Employees Retirement System (PERS).
