INTRODUCTION

This case, brought by a prisoner in a federal penitentiary in Lewisburg, Pennsylvania, is before the Court on remand from the Court of Appeals. By Order of May 20, 1983, the district court (Hart, J.) had directed that this case be transferred to the Middle District of Pennsylvania. In remanding, the Court of Appeals vacated that Order.
