PUDLOWSKI, Judge.

Appellants, four City of St. Louis employees, brought this action to contest their layoffs by the city. The trial court affirmed the decision of the Civil Service Commission of the City of St. Louis, which upheld the layoffs. Appellants claim the trial court erred in denying their petitions for administrative review or, in the alternative, their petitions for writs of certiorari. We reverse.
