OPINION

REGAN, Acting P.J.

Defendant Department of Motor Vehicles (DMV) appeals from the judgment which permanently enjoined DMV from withholding from plaintiffs copies of certain records after plaintiffs' payment of the actual cost of providing such copies. We reverse.
