In 1978 and 1980 the federal government awarded grants to the National Juvenile Law Center (the "Law Center") which were to be used to finance litigation on behalf of juveniles aimed at improving the system of juvenile justice in this country. In the spring of 1983 the government refused to extend new grants or to continue to fund the Law Center after the last of its previous grants expired on March 31, 1983. The...
