DeMar Dahl filed this action on March 29, 1982. Following the transfer of some of the affected grazing rights to Thelma Elsner, she was joined as a plaintiff. The action seeks a writ of mandamus ordering the defendants to immediately reduce the wild horse herds on the Hole-in-the-Wall, Fish Creek, and Jersey Valley Allotments to their 1971 levels...
