On January 26, 1974, James M. Swiney appeared before Carl Boyd, a justice of the peace of Buchanan County, Virginia, and under oath, accused the plaintiff Bloch of abducting Robert Watts, an infant of the age of thirteen years, from The Mountain Mission School, Grundy, Virginia.
