This is an appeal from the circuit court's denial of the appeals of Robert Armbruster and other employees (collectively appellants) of the Center for Cultural and Technical Interchange between East and West, Inc. (East-West Center) from the decision and order of the Hawaii Employment Relations Board (HERB). HERB had determined that it had no jurisdiction over appellants' unfair labor practice complaints against the Hawaii Government Employees' Association...
