The appellants, City of Paducah and its Mayor and Board of Commissioners, bring this appeal from the judgment of the McCracken Circuit Court reinstating the appellee, Paul Moore, to the position of Department Head for the Department of Building, Electrical, Construction and Code Enforcement from which he had been transferred by the Board of Commissioners to a new position as head of a newly created Department of Safety and Street Inspection.
