Plaintiffs, Michael Pard, a Vietnam veteran, and Kerry Pard, his present wife, filed this action for damages against the United States. They allege that the Veterans Administration (VA) failed to diagnose and treat Michael for post traumatic stress disorder (PTSD), a mental illness which resulted from his combat experience in Vietnam, and for acute agitated depression.
