The primary issue presented is the sufficiency of the proposed ballot title of State Question Number 563. If the question is approved by the voters, the Okla. Const. art. 271 will be repealed, and the voters in each county will determine, on a county option basis, whether to authorize retail sales of liquor by the drink.
