This is an appeal by Purolator Courier Corporation (Purolator) from a judgment of the circuit court that affirmed the decision of the South Dakota Public Utilities Commission (Commission), to grant Midwest Security Transfer, Inc. (Midwest) authority to operate as a Class B common carrier in the State of South Dakota.1 We affirm.
