Houston, in a petition filed under 28 U.S.C. § 2255, attacks his 1983 conviction of conspiracy to possess marijuana with intent to distribute. He raises four issues.1

1. Whether the Government violated the plea agreement by referring to large amounts of marijuana in the presentence report when the prosecutor had agreed that appellant was involved with only a small amount...
