Bernards Township owns and operates a sanitary landfill for the benefit of township residents at no charge to users of the landfill. The township also owns and operates a recycling facility which must be used by residents using the landfill. A closure plan for the township landfill has been approved by the Department of Environmental Protection. The Recycling Act, N.J.S.A. 13:1E-95 et seq.,
