This is an appeal by the Secretary of State of West Virginia from the denial of a writ of mandamus by the Circuit Court of Cabell County. At issue is the meaning of a 1983 amendment to our electronic voting statute, W.Va.Code, 3-4A-19a, relating to the signing of ballot cards by the poll clerks.
