This case is before the court on a Petition for Review. Waunetta Atkinson, a teacher employed by the Board of Education, Unified School District No. 383, appealed from an order of the district court dismissing her appeal to the district court of Riley County. The Court of Appeals reversed the trial court. 9 Kan.App.2d 175
