The plaintiff Thomas was denied admission to the Texas bar because of his alleged emotional and mental unfitness. Thomas filed this complaint in federal district court for injunctive and other relief, alleging deprivation under color of state law of various federal constitutional rights (principally by reason of racial and religious discrimination).
