Gifford appeals the district court's denial of sanctions and contempt charges against the Secretary of Health and Human Services ("Secretary"). Gifford contends that the Secretary failed to comply with the court's order directing her to recompute supplemental security income (SSI) benefits allegedly owed to Gifford.
