The plaintiff, Fallin, brought this action seeking to invalidate a resolution enacted by the defendant Board of Commissioners on September 4, 1979, which purported to amend the comprehensive zoning ordinance controlling land use in that part of Knox County lying outside the Knoxville city limits. The effect of the amendment was to change the zoning of a 10.6 acre tract owned by defendant Joyner from the Agricultural classification...
