LEMMON, Justice.

This is an election contest which challenged relator's candidacy for the office of Member, Iberia Parish Council, District 8. The trial court disqualified relator as a candidate, finding that she, at the time of qualification, had not "been legally domiciled" and had not "actually resided" in District 8 for the year immediately preceding the qualification period, as required by Article II, Section 2-01 of the Iberia Parish Charter.
