OPINION

CHRISTIAN, J.

The City Council of the City of Tiburon appeals from a judgment for issuance of a writ to require approval of an application by respondents Alfred and Ket Rasmussen for permission to convert their five-unit apartment building to a condominium. We reverse the judgment.
