This is a suit brought by appellee City of Benbrook, referred to hereafter as City or Benbrook, against appellant Benbrook Water and Sewer Authority, hereafter called Authority, under Tex.Rev.Civ.Stat. Ann. art. 2524-1 (1965), known as the Uniform Declaratory Judgments Act for declaratory relief. The trial court rendered judgment against appellant for the sum of $7,868.52, representing the cost of relocating the water and sewer lines...
