Effective January 3, 1979, petitioner was appointed by respondent Board of Cooperative Educational Services (board) to a three-year probationary period to the position of placement/follow-up co-ordinator. In May of 1981, he was notified by letter that because of decreasing Federal funds, his position might not continue past June 30, 1982 and that there was no comparable position. The notice also stated that it was not meant to be an indictment of petitioner's performance...
