At issue in this case is the constitutionality of the 1982 amendments to the California Beef Council Law, Cal. Food & Ag. Code § 64501, et seq. (West, 1967),1 which required for the first time that out-of-state beef processors as well as in-state cattlemen support the California Beef Council.
