In this case, we have to decide whether constitutionally the Louisiana Legislature may require the Civil Service Commission of the City of New Orleans to establish rules for the payment of witness fees to all off-duty law enforcement officers in the state who are required to be present as witnesses in criminal cases being tried in the Criminal District Court for the Parish of Orleans.
