This matter is before me by virtue of the Federal Tort Claims Act, 28 U.S.C. § 1346(b), § 2671 et seq. The plaintiff, Theodore Nolen, Jr., brought this action for damages because of the alleged medical negligence of the doctors of the Veterans Administration (VA).
